as an international conference.
Each year, ILDC highlights the critical role of land security in fostering inclusive and sustainable development, while also building resilience to climate change. The conference seeks innovative and thought-provoking contributions from individuals, institutions, and partnerships. Continuing the tradition of previous years, ILDC2024 will facilitate enriching interdisciplinary conversations through various formats including presentations, panel discussions, round tables, master classes, lightning talks, and focused conclaves.

In addition to intellectual deliberations, ILDC2024 will host pre- and post-conference events designed to foster networking among land actors from India and abroad. As India's premier platform for land professionals, ILDC attracts participants from government, civil society, academia, private sector, entrepreneurship, media, and international organizations. We invite proposals for papers, posters, displays, and sessions, as well as inquiries about partnerships and sponsorships.

Themes
The theme of the 8th edition of ILDC is “Land Tenure Transitions: Climatisation or Communitisation”, to highlight the spurt in global climate actions engulfing substantive land and nature, esp in the majority world and how this burgeoning ecosystem with force of finance, science and multiple-new actors, interacts with and influence the local lands, communities, their wellbeings and tenure.
This year, unfolding dimensions and nuances of land-people relations in the lens of community stewardship and climate resilience will be the focus of the conference. The evolving dynamics of land use changes and administration innovations, how they affect local communities’s role in managing, preserving and caring land, will form the basis of most conversations.

Land Administration Innovations
Land data inadequacies and fragmented technological integration in India's land administration have exacerbated land disputes and obstructed access to resources, disproportionately affecting marginalized communities and women. Innovations in land administrations are critical not only to increase the efficiency and accuracy of transactions but to also integrate the rights of the marginalised so that the process is just and equitable. The proposed theme on innovations in land administration for climate resilience and community inclusiveness aims to explore and answer some of the relevant sub-themes like data and information gaps in land administration; impact assessment and monitoring & evaluation of schemes such as DILRMP, SVAMITVA, OLRSD, FRA etc.; administration of public and common lands; approaches to mainstreaming climate-resilient land administration; use and role of data and technology in meeting land administration transitions.

Climate action & Tenure Transitions
Investments in climate action have surged significantly, especially since the Paris Agreement of 2015, which marked the beginning of a global effort to achieve net-zero emissions by the end of the century. The stewardship role of communities and the promise of commons for sustainable development and human well-being has often been undermined in most climate action initiatives. This thematic hopes to explore solutions in climate action and finance which are both effective in relation to climate change objectives and are able to consider rights and livelihoods issues of Indigenous Peoples and Local Communities (IPLCs) in an inclusive, democratic and just manner.

Land Use - Land Tenure Linkages
Land tenure-linked land use planning integrates land tenure systems, rights, and governance structures into the management of land resources, acknowledging the profound influence these factors have on land utilization and development. This sub-theme explores the integration of land tenure administration into sustainable land use planning to address these challenges and promote equitable management of land resources. The theme will explore and aim to answer some of the relevant and pressing questions, within the domain of land administration.

Land, Housing and Market Interfaces
Land is a critical component in determining values in the housing market. This brings a focus on the range of policies that can enhance the availability of land and also encourage affordable housing. The experiments with different modes of land value capture including land pooling, transferable development rights, etc as well as changing views on principles underlying master plans, land use planning and city densification are a constant source of learning in this sphere. The various attempts at leveraging investment in the redevelopment of informal settlements in different cities are fertile ground for analysis and learning. The regulation of formal markets to protect consumers and increase professionalism in the real estate sector now encompasses almost the entire country. Substantial analysis of the impact of this regulatory revolution is still awaited and it is hoped that at least some studies will become available for presentation in the conference.

Partnerships for Inclusion & Impact
This sub-theme calls for conversations around this nascent domain of land governance drawing upon pilots in India and elsewhere (even if at early stages) including both cases that appear to harbour potential for success and those that seem to be headed for failure. The focus would be on partnerships, ideally of initiatives involving collaboration among Government, Civil Society and Private Sector and the areas could range across land administration viz. capacity building or use of new technology or business process engineering to enhance data availability, client friendliness, etc.

Technology and Land
This sub-theme will explore how technology plays a crucial role in enhancing land tenure and land use planning in India by improving transparency, accuracy, and accessibility. Topics include blockchain for secure land transactions, geospatial technologies for sustainable land use planning, and AI for predictive analytics. Additionally, the sub-theme will explore the use of digitized land data to unlock opportunities for community groups and the role of open data platforms in promoting transparency. These discussions will highlight the benefits and challenges of integrating advanced technologies into land management practices.

Will there be a virtual attendance option for ILDC2024?ILDC 2024 is planned as a complete offline conference, and all presenters/session hosts are encouraged to travel to Flame University Pune for the conference. However, for some abstract presentations, on case to case basis, online participation might be possible if the presenters are unable to travel to the location due to health or other logistical issues. The decision to allow online participation for such exceptional cases will be at the discretion of the Organizing Committee. ILDC 2024 sessions will be streamed on all major social media platforms, allowing interested individuals to watch the conference online.

Will ILDC sessions be streamed?ILDC 2024 sessions will be streamed on all major social media (viz. Youtube, facebook, twitter and LinkedIn) platforms, allowing interested individuals to participate online. However, it is important to note that due to the nature of live streaming, it might not be possible to address questions raised by online viewers during the sessions. For a more interactive and engaging experience, attending the conference in person is recommended. Nevertheless, ILDC endeavors to provide access to its sessions through online streaming for a wider audience reach.

Are participants expected to submit full length academic paper by the end or before the conference, and will it be published, or is an abstract submission sufficient?Participants are not required to submit a full-length academic paper before or during the conference. For ILDC 2024, abstract submissions are sufficient for participation in the conference. However, at the end of the conference, some selected presentations may be chosen by the committee for publication as a peer reviewed book or a special issue of journal. If a participant's abstract is chosen for publication, they will be requested to provide the full paper with a suggested timeline. The decision to submit the paper for publication will be at the discretion of the participant.

Will the expenses related to hotel rooms, flight tickets, and daily allowances be covered by the participants or the organizers of the conference?The expenses related to hotel rooms, flight tickets, and daily allowances will be covered by the participants themselves. ILDC is a conference that is not run by any form of advertising, and all the expenses for the conference are split among the various partners of ILDC (partnering NGOs). Participation in the conference is free of cost, which includes attendance and food (lunch and tea). However, participants must arrange travel and accommodation at their own cost.

If you are traveling to Pune from other cities, you can reach Pune by air, train, or road. By Air: Pune has an international airport, and you can book a flight to Pune from major cities in India and abroad. From the airport, you can hire a taxi or use other local transportation to reach Flame University, the conference venue. By Train: Pune is well-connected by train to various cities in India.
